Accessibility and Inclusive Education for Students with Special Educational Needs

Regulations on the Organization of Inclusive Education for Persons with Special Educational Needs

This document defines the procedure for organizing the educational process, details the adaptation of curricula, and outlines the creation of suitable learning conditions for students with additional needs.

Procedures for the Support and Assistance of Individuals Requiring Support

A regulatory framework that details the practical steps and mechanisms for providing direct assistance, including guiding individuals across the campus and inside the university’s academic buildings.

Admissions for Applicants with Special Educational Needs (SEN)

Kyiv National University of Culture and Arts provides all the necessary conditions for participating in the competitive selection and taking entrance examinations (including creative competitions and interviews) for applicants who require specialized organizational or technical support. In accordance with the Procedure for Admission to Higher Education Institutions in 2026, applicants with special educational needs are entitled to special conditions for participating in the competition and/or taking examinations.

To exercise this right, applicants must submit documents confirming their status (a medical certificate or a conclusion from a Medical Advisory Commission / Individual Rehabilitation Program) to the Admissions Committee in advance. This allows the university to set up an adapted workstation, allocate additional time, or provide technical support services.

The detailed legal framework, the list of eligible categories, and the requirements for establishing special conditions during entrance exams are specified in Section VIII (“Special Conditions for Participation in Competitive Selection”) and Section V (“Organization and Conduct of Entrance Examinations”) of the approved KNUKIM Admission Rules for 2026.

Campus Physical Accessibility

Kyiv National University of Culture and Arts consistently develops a barrier-free educational environment, implementing solutions aimed at ensuring accessibility for individuals with special educational needs. The entrance to the main building features a low threshold, making access easier. An elevator is available for moving between floors, and navigation in designated areas is enhanced with informational signs in Braille. The main building also includes an adapted restroom tailored for people with reduced mobility.

The university continues to modernize its infrastructure in line with the principles of barrier-free access, universal design, and inclusivity, gradually expanding comfortable access to educational and administrative spaces for all members of our academic community.

Digital Accessibility

Kyiv National University of Culture and Arts ensures full access to educational and informational resources through modern digital technologies. The learning process is supported by an E-Learning Platform powered by Moodle, which provides students with 24/7 access to study materials, assignments, online courses, and communication tools with instructors, regardless of their location.

The University Science Library  provides users with free access to electronic information resources, digital services, and scientific databases necessary for academic, research, and creative activities. Students and staff can access the electronic catalog, digital library services, and other informational resources both on-site at the library and remotely (subject to the access terms of specific resources).

Advancing digital accessibility remains one of the university’s core priorities, aimed at creating equal opportunities for education, knowledge, and academic resources for everyone involved in the educational process.
